GARY TARPINIAN - COUNCIL PRESIDENT
I grew up in Stoughton and our family joined Covenant about 7 years ago. I served on the call team in 2016 and was elected to council in December 2017. My wife Donna and I have two adult children Matthew and Kelsey. Matthew lives in Stockholm Sweden, and Kelsey lives in Madison and plays in the bell choir. Donna is the musical talent and, by leaps and bounds, the most social one of the family. My day job is in product development at a medical device company.
Carole Schubring - Council Vice President
My husband Mark and I have lived in Stoughton since 2010 and have been members of Covenant about 5 years. We have 3 children and 6 grandchildren living in Wisconsin, Illinois, Florida, and Utah. I taught elementary school for 25+ years and now substitute teach as my schedule permits. I served on the Hire Committee for our Program Development Coordinator for Christian Education and serve as Council Liaison to the Education Committee.
I am a lifelong resident of Stoughton and a Charter member of Covenant. My husband Mike and I have two grown children and four very active grandchildren who we are fortunate to have living close by. I have had a career in teaching and retired as Administrator/Principal of a Christian School and Child Development Center. I currently serve on the Church Council, Columbarium Board, and Property Team.
Stephen V. Peterson
I grew up in Green Bay and moved to the Madison area shortly after college. After one year of living in Belleville, my wife and I bought a house here in Stoughton and have now lived here for nine years. We have two children, Lucas and Hannah. After attending a number of churches here in Stoughton my wife and I joined Covenant because we felt most welcomed here, and there is a great children’s ministry here at Covenant. I currently work as a Senior Engineering Technician in the Municipal services at raSmith in Madison where I draft and design municipal services.
Tamarine Westrand - Council Secretary

My name is Tamarine but friends call me Tam. I’ve been a member of Covenant since 2014, and work at UW Hospital and Clinics as their Call Center Manager. I love the fact that even though I don’t provide direct patient care, I still contribute to the overall patient and family experience. I work with a great team and we do make a difference! I have a younger sister, Dawn, who I believe is the best sister in the world! I’m an aunt to Derek, Maxwell, and Abby Jean and godmother to Casey Leigh and Callie Rae. I love them as if they were my own. I’m very excited to be a part of this council.
Music & Worship Team
Madison is my hometown, but now we live in “Newville”. Dan and I have 2 kids, 5 grandkids. I work at the Wisconsin Hospital Association as the Chief Quality Officer. We are new to Covenant in 2019, but I’m a Lifelong Lutheran: my whole family was uber-involved in church. We chose Covenant, after a long search, because we were welcomed, great preaching, and Mission Forward!
Member of Covenant since 1997. Married to Christine. Two grown children: Timothy and Meredith, both raised & confirmed at Covenant. I work for Johnson Bank Wealth on the Capital Square as an financial planner and investment advisor. Over the years, I’ve served several terms on Council, as president, vice president, secretary, and committee member. Currently serving on Council with a focus on stewardship.
Sandy Markuson - Treasurer
I have been a member of Covenant since 1994. I have served on Council and Foundation Board in the past as well as Finance team. I currently play in the bell choir. My husband Dennis and I have 3 children and 5 grandchildren. I am an Assistant Controller at Stoughton Trailers.
