Stephen Peterson

I grew up in Green Bay and moved to the Madison area shortly after college.  After one year of living in Belleville, my wife and I bought a house here in Stoughton and have now lived here for nine years.  We have two children, Lucas and Hannah.  After attending a number of churches here in Stoughton my wife and I joined Covenant because we felt most welcomed here, and there is a great children’s ministry here at Covenant.  I currently work as a Senior Engineering Technician in the Municipal services at raSmith in Madison where I draft and design municipal services.

Joann Gilbert - Council Vice President

JoAnn Gilbert

I am a lifelong resident of Stoughton and a Charter member of Covenant. My husband Mike and I have two adult children and four very active grandchildren who we are fortunate to have living close by. I have had a career in teaching and retired as Administrator/Principal of a Christian School and Child Development Center. I currently serve on the Church Council, Columbarium Board, Property Team and COVID 19 Task Force.


Tamarine Westrand

 My name is Tamarine but friends call me Tam. I’ve been a member of Covenant since 2014, and work at UW Hospital and Clinics as their Call Center Manager. I love the fact that even though I don’t provide direct patient care, I still contribute to the overall patient and family experience. I work with a great team and we do make a difference! I have a younger sister, Dawn, who I believe is the best sister in the world! I’m an aunt to Derek, Maxwell, and Abby Jean and godmother to Casey Leigh and Callie Rae. I love them as if they were my own. I’m very excited to be a part of this council.


Catherine Forde Quint

I am graduate of UW Madison with an art education degree and I have spent many years working with children and adults in art education and programming. I spent collage summers at Lutherdale in Elkhorn and Indian Sands sponsored by Ascention Lutheran in Milwaukee as an art director. I taught 7 years in middle school and high school. I also produce paint my watercolors which I sell in stores and on ETSY. I’ve raised three children and enjoy spending time with my grandchildren. My husband, Nick Quint, and I are retired and enjoy the log cabin life on Lake Kegonsa.

Jessica Diebold - Council Member

I am a longtime and faithful member of Covenant. I am currently a Junior at Marquette University with majors in Law Studies and English. I will be applying to law school this upcoming fall. For many years I have taught Sunday School, organized VBS, attended mission trips and fellowship trips around the world, and served as an Assistant Minister. Some of my favorite memories with Covenant are laughs I shared in Puerto Rico with Ascensión members, assisting Pastor Mark Peterson on Christmas Eve, and sharing a sermon after the South Dakota – Pine Ridge mission trip. I am involved in the Marquette Lutheran Campus Ministry, with leadership as a Peer Minister, amongst many other activities, jobs, and internships. I am happy to be the college / law student voice on the Council!


Donna Tarpinian

My husband, Gary, and I joined Covenant in 2012 and I took on the Treasurer role in July 2021. I serve on the Worship & Music Committee and the Soial Action Team and I help out with A/V projects. I also sing in the Senior Choir and play as a substitute ringer in the Bell Choir. Gary and I have two adult children: Matthew, who lives in Stockholm, Sweden; and Kelsey, who lives in Madison. During the day, I work as an Office Manager for a humanitarian training firm in Madison called InterWorks.
